Lake Stevens, Washington - Downtown Subarea Plan

Summary

Through a comprehensive public engagement process, Crandall Arambula worked with the community to develop a vision, plan, and implementation strategies for downtown Lake Stevens. The plan reestablishes the downtown and lakefront as the primary destination for community events, recreation, shopping, and entertainment. Game-changing ‘fundamental plan elements’ set the stage for significant downtown investment including expansion of North Cove Park into a large public gathering space on the lake, establishing Main Street as a retail shopping, dining, and entertainment destination anchored by a downtown grocery, and a conference center and hotel supporting the downtown as a regional draw for tourism. The City Council adopted plan consists of an Environmental Impact Statement, revised zoning regulations and design guidelines, and a capital improvement plan to advance implementation.

Outcomes

The plan’s focus on “Putting the Lake Back in Lake Stevens” was implemented in the form of a new park - North Cove Park, opening views of the lakefront to the public from the retail main street.
