Project Overview

Crandall Arambula worked collaboratively with Glendale staff to develop updates to the existing commercial zoning standards to support residential and mixed-use development in commercial corridors and centers and introduce new Objective Design Standards (ODS) to ensure quality architectural design and a consistent streetscape. The existing commercial standards only allowed for residential development in commercial zones based on multifamily zone standards, which have had the effect of discouraging residential and mixed-use projects along commercial corridors. The code amendments and ODS introduce standards that are appropriate and achievable for residential and mixed-use development in commercial zones.

Applicable Tasks & Outcomes

  • Project management. Met bi-weekly to review project schedule, budget, and progress on deliverables.

  • Analysis & Information Gathering. Evaluated guidelines and standards. Evaluation and recommendations were informed by site visits and consultation with staff.

  • Stakeholder Engagement. Conducted workshop sessions with the Design Review Committee and City Council. Feedback was compiled and used to develop a Public Study Session Draft.

  • Design Tools for Applicants. Developed a Pattern Book for applicants to select architectural features from.

  • Design Standards & Code Language Adopted. The Tropico TOD ODS were adopted by Glendale’s City Council in 2023.
