Lincoln, Nebraska - Downtown Master Plan and Complete Streets Framework

Crandall Arambula prepared a comprehensive master plan for Downtown Lincoln that incorporated specific land use and transportation frameworks, regulations, design guidelines, and an implementation strategy. The Plan’s study area included the historic downtown core and incorporated the adjacent State Capitol District, the Antelope Valley Employment District, and the Haymarket Entertainment District.
Adoption of the Plan led to the revitalization of Downtown Lincoln, with new downtown mixed-use housing projects, a mixed-use employment district, a public plaza site, plans for a new arena and entertainment district, and the design and location of a downtown convention center and headquarters hotel. Over $1.3 billion dollars of private sector development has occurred since plan adoption. Since 2020, the number of downtown residents has grown by 140% and 3,400 parking spaces have been added.
Crandall Arambula developed a complete-streets framework for the City of Lincoln, Nebraska. The network includes a world-class ‘last mile’ protected bikeway that provides safe and convenient cyclist access to all Downtown districts and surrounding neighborhoods and a signature retail shopping street in the heart of downtown, along P Street.
Key project elements include:
Protected Bikeway. Improvements include bidirectional protected bikeways between the University of Nebraska campus, Antelope Valley Greenway, and the West Haymarket Arena entertainment district. Implementation of the N Street protected bikeway has been sponsored by People for Bikes Green Lane Projects and has been featured in numerous national publications. The grand opening of the protected bikeway was ‘Earthday’ on April 22, 2016.
Pedestrian Improvements. A key component of the improvements is a promenade loop that improves pedestrian access to all districts throughout Downtown and the business environment. Promenade elements include landscaping, paving, lighting, and wayfinding. The P Street streetscape identified as part of the promenade loop, was completed in the Spring of 2015.
